We’re looking for a strategic and collaborative Sr. Developer to be a team member in the operations of an applications delivery work unit. In this role you’ll help us to code, monitor and maintain workflow. You will use your expertise in applications delivery to consult and contribute with your team, and may be involved mentoring junior developers.

In this role, you will..

  • Consult with Solution Architects, Solution Engineers, Business Analysts, Customers, and Project Managers.
  • Manage Scrum process, identify and recommend changes/improvements to development policy, process.
  • Problem solve development issues leading to the most efficient implementation possible.
  • Participate in application management; streamline development processes.  
  • Conduct code reviews with team developers.
  • H andle simultaneous requests of varying complexity from within OIT.  
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis. 

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:  

Minimum Qualifications:

  • 4+ years of experience as a software developer in Java, Python and Angular technologies in progressively more complex assignments with experience managing requirements for software application development, service delivery, and customer satisfaction.

  • Experience applying digital accessibility regulations and standards (e.g., WCAG 2.1) to business processes, content, tools, and/or documents, with the ability to provide specific examples of accessibility improvements made .

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Software implementation 

Develop terraform scripts to deploy foundational application infrastructure 

Understand EBT system on GCP to replace existing EBT application
functionality. The functionality of this system will be to process files coming
from other CDHS products and deliver them to FIS (ebtEDGE)

Develop back-end services in Java or C# to ingest, process, schedule,
transform, and store benefit files incoming from relevant CDHS
agencies

Develop required databases to support the newly developed back-end
services

Develop front-end application to allow users to view and download
transaction information and files

Implement appropriate logging, monitoring, and alerting using Cloud

Monitoring and Cloud Logging

Develop integrations with 3rd party systems/services as necessary (i.e., MoveIT,
Automic)

Deploy in lower environments as needed to facilitate User Acceptance Testing (UAT)

Work with Configuration Item (CI) and deployment pipeline for new EBT system within GCP

 
Testing

Implement unit testing and execute functional testing of the application

Provide technical guidance to user testers

 
Documentation  

Submit change requests (Change Advisory Board - CAB) for updates.

Maintain Disaster Recovery Plan (annual review and update)

Maintain System Security Plan (annual review and update)

Conditions of Employment:


OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process. 

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test. 

This position may require travel within the specified geographic area, and to locations across the state as needed. 

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
