DUTIES AND RESPONSIBILITIES:

This professional-level position is responsible for comprehensive contract management activities within the Senior Community Service Employment Program (SCSEP) unit. The role requires a thorough understanding of Title V of the Older Americans Act and its implementing federal regulations, as well as familiarity with SCSEP-specific guidance such as Data Collection Handbooks, Training and Guidance Letters, and related program documentation. The ideal candidate will possess strong communication and analytical skills, demonstrate proficiency in interpreting financial and performance data, and maintain a working knowledge of basic financial principles.

1. Contract Oversight and Compliance Monitoring

• Serve as the primary contract manager for assigned SCSEP grantees.
• Ensure compliance with contractual obligations, Title V of the Older Americans Act, and relevant federal regulations.
• Maintain detailed, up-to-date contract files in accordance with agency policies.
• Provide continuous oversight of contractor activities to verify performance targets and budget benchmarks are met.

2. Performance Management and Data Analysis

• Review and analyze monthly and quarterly performance reports and data submissions.
• Monitor metrics within the national SCSEP data system to identify trends and issues.
• Develop and implement performance improvement plans (PIPs) to address deficiencies.
• Collaborate with contractors to support the achievement of program goals.

3. Financial Oversight and Budget Analysis

• Evaluate contractor expenditure reports for compliance and cost-efficiency.
• Monitor spending patterns to anticipate potential issues or reallocation needs.
• Enter financial data accurately into internal budget tracking systems.
• Coordinate with fiscal staff to ensure alignment with program budgets and federal requirements.

4. Monitoring and Reporting

• Lead and conduct quality assurance reviews and data validation through desk reviews and on-site monitoring.
• Prepare comprehensive monitoring reports outlining:
  • Observations
  • Technical assistance provided
  • Compliance findings
  • Recommended corrective actions
• Follow up with contractors to ensure timely implementation of corrective actions.

5. Stakeholder Engagement and Program Evaluation

• Conduct site visits and interviews with host agency supervisors and SCSEP participants.
• Assess the quality of training, suitability of assignments, and participant satisfaction.
• Use stakeholder feedback to recommend improvements to enhance service delivery and outcomes.

6. Training and Technical Assistance

• Provide targeted training and technical assistance to contractor staff.
• Develop tools, resources, and training materials to promote program consistency and innovation.
• Support contractor capacity-building efforts to ensure long-term compliance and success.

7. Outreach and Public Engagement

• Develop and implement outreach strategies aligned with SCSEP's mission and goals.
• Represent SCSEP at Elder Opportunities events, Livable Florida initiatives, and community programs.
• Deliver engaging presentations to:
  • Promote SCSEP awareness
  • Educate the public and stakeholders
  • Strengthen partnerships with workforce agencies and employers
• Expand SCSEP visibility and build strategic alliances for participant placements.

8. Procurement and Evaluation Support

• Participate as an evaluation team member in SCSEP procurement processes (e.g., RFP reviews).
• Apply federal and programmatic knowledge to assess proposals for:
  • Compliance
  • Program quality
  • Cost-effectiveness

9. Special Projects and Leadership Support

• Support the SCSEP Unit Supervisor with strategic planning and inter-agency initiatives.
• Lead or contribute to special projects aimed at improving:
  • Operational efficiency
  • Data quality
  • Participant services
• Serve as a subject matter expert in SCSEP contract and grant management.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

• Strong verbal and written communication skills and the ability to interact effectively with internal staff, external partners, and contractors.
• Ability to work independently and as part of a team while maintaining effective working relationships.
• Strong organizational skills with the ability to prioritize tasks, manage time effectively, and demonstrate leadership.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and familiarity with web browsers and other digital tools.
• Working knowledge of standard office equipment, including copiers and fax machines.
• Familiarity with state government correspondence formats and administrative procedures (preferred).
• Understanding of state and federal contracting and procurement policies, rules, and regulations (preferred).
• Commitment to ongoing professional development and training in the area of contract and grant management.
• Ability to apply basic accounting principles and perform budget analysis.
• Ability to understand, interpret, and apply relevant laws, rules, and policies.
• Skill in interpreting auditing standards and evaluating financial and performance data.
• Ability to provide meaningful technical assistance and guidance to contractors.
• Strong problem-solving, planning, and coordination abilities.
• Willingness and ability to travel for monitoring and training purposes.

REQUIREMENTS:

• Valid Florida driver’s license or ability to obtain one prior to travel, if applicable.
• Florida Certified Contract Manager (FCCM) certification is required; may be obtained after hire, in accordance with agency policy.
