Job Description

Job Summary: This is a position that collaborates with the SRO Families United Collaborative (SROFUC). The SROFUC is a multiracial, multilingual collaboration of 5 community-based organizations (based in Chinatown, the Mission, the Tenderloin, and South of Market) that share the common goals of organizing and empowering families living in Single Room Occupancy (SRO) hotels to defend their rights, improve conditions in their buildings, access services, and seek decent housing.

The Rental Subsidy Organizer position works with families currently and previously in SRO Hotels, whose children are/were younger than 18 years when living in SRO Hotels. Provide administrative assistance to families throughout the application process for the CCDC SRO Families Rental Subsidy (SRO RSub), SF Housing Authority’s (SFHA) Emergency Housing Vouchers (EHV), Housing Choice Vouchers (HCV), and or Project Based Vouchers (PBV). Provide housing search support for newly enrolled families and or current participants relocating, from unit research to lease negotiations with landlords. Assist subsidy families with applying to MOHCD’s DAHLIA screening, assist families with Below Market Rent (BMR) units, Housing Voucher declarations, RTAs, unit inspection requests. Assist with exiting families from private market rentals upon acceptance to a BMR. Exit families that meet “exiting” the Case Management criteria or losing a housing voucher. Provide Rsub families with ongoing case management with the goal of eviction prevention and housing stabilization organize families and advocate for the continuation of the rental subsidy and housing voucher programs.

Location:  Chinatown neighborhood, San Francisco

Hours: Monday through Friday, 9:00a.m. - 5:30p.m.,plus some weekend and night hours; must be flexible

Salary: $24.59 - $25.88 per hour; Comprehensive benefits

What You Will Do

Essential Functions
  • Conduct educational workshops and outreach to families living in SRO about the rental subsidy and the various housing voucher programs.
  • Coordinate and maintain timely records of communications between SRO families, the Chinatown SROFUC, CCDC SRO Families RSub program, SFHA, and other stakeholders (e.g., the property owners/management of subsidized units) using case management log.
  • Provide administrative support and case management to families before, during and after the application process of the rental subsidy or the housing voucher programs.
  • Organize families and advocate for the extension and expansion of the rental subsidy and the housing voucher programs.
  • Maintain adequate records documenting the use of funds for the benefit of families throughout the programs.
Job Responsibilities
  • Coordinate the outreach and communication work plan including developing outreach materials (i.e., assessment forms, needs-based ranking survey, evaluations, etc.) with the supervisor and the Chinatown SROFUC staff.
  • Disseminate information and opportunities (including translation of relevant information) regarding rental subsidy and HCV eligibilities, requirements, and application processes.
  • Assist and follow-up with families throughout the application and certification process, including but not limited to conducting family assessments, providing form filling assistance, submitting documents to and communicating with the subsidy and voucher administrators, and coordinating unit inspections.
  • Assist and support families with housing search to move-in to a rental unit.
  • Conduct routine check-ins with subsidy/voucher families to make timely and appropriate referral services and connect families with essential resources, in addition to assessing and addressing problems related to their housing.
  • Maintain and track records of families completing affordable housing applications through various programs (i.e., DAHLIA and SFHA), in addition to providing support and assistance to families during the application and admission process (e.g., unit tours, screenings, etc.) to any housing program.
  • Guide and assist families through any needs when moving out of a community, including but not limited to, mapping travel routes to schools and essential services.
  • Participate in check-ins, team meetings and training for the rental subsidy and housing voucher programs.

  • Ability to work independently as well as in a team structure
  • Ability to learn basic word processing/use a computer in Chinese
  • Ability to represent SRO Families United Collaborative and Chinatown CDC in a professional manner in their interaction with families and on their job duties

Education and Experience (Minimum Qualifications)
  • Ability to speak fluently in English
  • Biliterate and fluent Spanish speaking skills
  • Proficiency with Microsoft Word and Excel Spreadsheet, Google Sheets, Google Forms
Preferred Qualifications
  • High school degree or GED.
  • Ability to communicate clearly verbally and in writing.
  • Ability to speak and understand Mandarin and/or Taishanese.
  • Experience in providing services, particularly to low-income family, elderly and disabled populations.
  • Capacity to work evenings and weekends
