Objectives:
The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.
Title: EMS Personnel
Selection: Approved by the Assistant Chief – EMS

Responsibilities:
Essential Behavioral Expectations

- Physical Demands:
- The physical demands and work environment characteristics described are representative of those that must be met or are encountered by a member to successfully perform the essential functions of this job. - Work is performed in an indoor and outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; personnel may be required to respond to emergency and public calls after hours including evenings and weekends.
- Adverse or potentially hazardous environments may be routinely present during training exercises and/or emergency response operations.
- Ability to don and effectively wear required Department issued personal protective equipment, including but not limited to, protective eyewear, goggles, facemasks, boots, helmet, ballistic vest, protective jackets and gloves.
- Unimpaired mobility:
- Must be able to quickly respond to ambulance,
- Must be able to access patients in difficult terrain,
- Must be able to climb stairs
- Climb stairs for 3 minutes at a pace of 60 steps per minute without using your arms (to simulate carrying equipment upstairs in apartments and/or commercial buildings),
- Must be able to perform cardio-pulmonary resuscitation (CPR).
- Perform CPR for two minutes, uninterrupted at a rate of 100 bpm at a depth of 2".
- Must be able to work in close and dangerous environments such as damaged vehicles
- Must be able to carry equipment and patients weighing up to 200 pounds with the assistance of a partner.
- Carry two (2) 25-pound weights in each hand 75-feet and the back to the starting point to simulate carrying EMS equipment.
- Carry a 75-pound bar while ascending and descending stairs forwards and backwards, simulating carrying a stair chair and/or EMS equipment.
- Drag a 165- pound manikin 10', make a 180 degree turn and drag it back 10'.
- Lift a spine board, with a 120-pound mannequin secured to the board, from the floor until standing completely upright with arms straight and the backboard at approximately waist level, hold for five seconds and place the spine board gently to the floor using proper lifting techniques.
- Must be able to operate an ambulance stretcher with or without a patient.
- Remove a stretcher from an ambulance completely, hold the stretcher in the upright position (at least 5 seconds) and then lower the legs of the stretcher.
- Lift a stretcher with the legs extended and holding it up while a provided assistant manually retracts the legs. Once the stretcher legs are retracted, hold for 5 seconds and then return the stretcher back into the ambulance.
- Must be able to assemble equipment on the ambulance.
- Assemble the regulator to the oxygen cylinder with the regulator key, attach a BVM to the regulator and apply ten (10) breaths, one every six (6) seconds while maintaining a seal and seeing the chest rise.
- Physical Abilities: Must be able to perform strenuous physical requirements such as CPR, lifting and moving of equipment and patients in a variety of environmental conditions.
- Motor Skills: Must be able to perform required medical skills and techniques, such as bandaging, splinting, basic airway management techniques, and defibrillation.
- Vision: Must have correctable vision acceptable for day and night operation of emergency vehicles, must have color acuity adequate for determination of skin and blood color, and must be able to read medication dosages on drug labels and syringes.
- Hearing: Must be able to hear and understand information provided by patients, family or bystanders; must be able to hear breath sounds and accurately determine auscultated blood pressures; must be able to differentiate separate conversations in active, distracting environments; must be able to hear and understand radio traffic when responding with lights and sirens.
- Speech: Must be able to speak and enunciate clearly and at a level audible to others in loud conditions, must be able to speak clearly in stressful situations, must be able to verbally communicate with patients, families and other emergency personnel.
Required Experience and/or Qualifications:

- Minimum 18 years of age.
- Must possess a valid driver's license issued by the State of Texas, with an acceptable driving record.
- High School Diploma or GED
- Must have current paramedic certification and able to obtain prior to start date (graduation paramedic students).
- Must have a current CPR Certification
- Current ACLS Certification
- Proof of Completion – NIMS Certification – ICS 100, ICS200, ICS700, & ICS800

- Successful completion of the Cy-Fair Fire Department pre-employment assessment
- Must successfully complete Phase I-IV of the Field Training and Evaluation Program.

- Desired Knowledge/Skills/Abilities:
- Knowledge:
- Knowledge of EMS certification requirements
- Working knowledge of emergency operations management and tactics. Basic pre-hospital emergency medical care and rescue.
- Radio communication and computer aided dispatch equipment.
- Operation of medical equipment utilized in pre-hospital emergency care.
- Current principles and practices of emergency medical services, customer service principles, patient advocacy and incident management.
- Knowledge of community health risk factors, resource information and notification pathways.
- Skills:
- Operate an emergency vehicle in a safe and controlled manner at all times.
- Establishing and maintaining effective working relationships with co-workers, first responders from other agencies, and hospital system personnel.
- Experience with electronic based patient care reports.
- Performing strenuous work under all weather conditions including emergency situations.
- Able to read a map and navigate to call locations under stress and time constraints.
- Understand other related EMS specialties including principals of Incident Management Systems and Unified Command.
- Abilities:
- Work well without supervision as well as able to work within a command structure requiring strict adherence to the following of orders.
- Ability to handle sudden changes in work conditions and assignments.
- Ability to communicate effectively, both verbal and written.
- Strong team building, leadership and interpersonal skills.
- Provide pre-hospital emergency medical care effectively and safely in emergent conditions and environments.

- Certifications/Licenses:
- Must have a current CPR Certification
- Must have current TDSHS Paramedic/Licensed Paramedic certification.
- Exceptions:
- Current employees with a TDSHS EMT or AEMT certification.
- As approved by the Fire Chief, candidate selection may allow for non paramedic providers who have or intend to complete a TDSHS Paramedic/Licensed Paramedic program within 90-days of offer letter.
- Must successfully obtain TDSHS Paramedic/Licensed Paramedic within 90 days of course completion.
- Guidelines:
- Essential Job Functions - Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chiefs Orders.
- Probation :
- All new personnel refer to Employee Handbook for timeline.
- All rehired employees work on a probationary basis for their Field Training time and the first 180 calendar days after their date of FTC release.
- Any significant absence, failed protocol testing or incomplete credentialing requirements will automatically extend the introductory period by the length of the absence.
- If CFFD determines that the designated probationary period does not allow sufficient time to thoroughly evaluate the employee's performance, the probationary period may be extended for a specified period.
- Upon satisfactory completion of the probationary period, employees enter the appropriate employment classification.
- Duties may include but are not limited to the following:
- Perform basic and/or advanced life support skills utilizing the Clinical Operating Guidelines
- Provide comfort and compassion to patients and family
- Interview and assess patients, family members and bystanders to assist in the development of a patient care plan
- Lift and carry equipment, stretchers and patients to facilitate response to and transport of patients
- Respond to requests for service whenever and wherever needed to include all times of day and all types of weather
- Complete documentation through patient care reporting systems, electronic and paper-based logs, reporting software and databases.
- Effectively and efficiently utilize technology such as in-vehicle navigation, laptop computers, biomedical equipment, computer aided dispatch, online education portals, high-fidelity simulators, etc.
- Regularly inventory and restock equipment and vehicles
- Maintain cleanliness of equipment, vehicles and facilities on a daily basis.
- Decontaminate and disinfect equipment and vehicles
- Regularly attend and participate in training
- Assist with stand-by service at public or private functions, following approval through channels by the Assistant Chief - EMS
- Promptly notify the dispatcher and supervisor whenever a medic unit is out-of service for any reason other than an emergency response and assist with the steps necessary to return the unit to service as soon as possible
- Ensure all safety restraining devices, including seat belts are properly worn and connected for all personnel, patient and passengers before an ambulance unit is placed in motion.
- When on duty and assigned to a Medic Unit, the member with the superior medical training shall be in charge of patient care; the member with the highest Department rank shall be in charge of, and responsible for the unit and the crew.
- Part-Time Requirement:
- Have a minimum of one (1) year of experience as a Credentialed provider within the department.
- Employment Status
- Part-time requesting a Full-time position
- Any part-time employee who wishes to transition to full-time will be required to apply during an open hiring process and will be considered for full-time employment based upon the results of the selection process.
- Part-time employees who apply for full-time status must have met the part-time staffing requirements for the previous 12-month period and be current on all training requirements.
- Full-Time requesting a Part-Time position
- Full-time employees cannot transition to part-time status in order to accept employment with another emergency services agency or hospital system.
- Must satisfy the following requirements:
- Must submit their request in writing through their chain of command to the Assistant Chief - EMS.
- Must not be on a clinical or performance improvement plan.
- Cannot have had any disciplinary actions in the preceding 12-month period.
- Must have maintained an acceptable attendance record in the preceding 12- month period.
- Part-time employees at the Paramedic certification level will only be allowed to work to the Pl skill level (or lower as relevant).
- The department retains the right to approve or deny a request based on current operational needs and staffing.
- Scheduling
- Personnel are responsible for turning in their own days of availability and therefore will be held fully accountable for covering all days for which they are scheduled.
- Requests for days of availability will be received via the Department scheduling program.
- Personnel must respond by the deadline in order to be scheduled for the specified month. Personnel are required to work a minimum of three (3) shifts per month with at least one (1) being a Friday, Saturday or Sunday shift.
- The member shall work at least nine (9) shifts during the respective quarter, with at least three (3) shifts being on a Friday, Saturday or Sunday.
- Shifts can be worked in 12- or 24-hour increments. Shifts begin at 0600 and 1800. A 24-hour shift that begins and ends at 0600 will count as two (2) shifts. Failure to comply with requirements, unless previously approved by the Deputy or Assistant Chief, may result in disciplinary action up to and including termination.
- Abuse of dropping shifts, defined as more than two (2) shifts per Quarter, may result in disciplinary action up to and including termination.
- Must successfully complete all training and test requirements assigned by the Department by the due dates.
- Must successfully complete all annual skills and guidelines testing as required by the due dates.
- Must remain current on all required certifications.
- Quarterly status reports will be provided to the part-time personnel to verify their eligibility.
Cy-Fair FD has the right to consider any combination of education and experience in determining an individual's qualification for this position.
Compensation:
Paramedic Progression:
Probationary Paramedic (A3): $27.70
Entry In-Charge (P1): $31.37
Autonomous Provider (P2): $33.91
Longevity: $0.20/hr. regular hours-per year of service with CFFD
Education/Language Stipend:
Associate's Degree: $0.52/hr. Approximately $1,200 annually, not including overtime.
Bachelor's Degree: $0.77/hr. Approximately $1,800 annually, not including overtime.
Master's/Doctorate Degree: $1.03/hr. Approximately $2,400 annually, not including overtime

Retirement: TCDRS Pension: 7% employee contribution/14% employer contribution
457B Voluntary retirement account, Employer will match up to 3%
Annual Leave:
*89.6/ Hours Vacation*/89.6 Hours Sick/120 Hours Holiday
*Vacation accrual increases every 2 or 3 years depending on length of service
Insurance:
Medical benefits are offered thru Blue Cross Blue Shield.
PPO HSA $5,000: The department covers 100% of the employee premium ad 90% for family.
The department makes a quarterly contribution towards the HSA account.
Dental, Vision, Short Term Disability, Long Term Disability and Life Insurance.
The CFFD covers 90% of the employee premium and 70% for family for dental and vision.
The CFFD pays 100% of the premiums for Short Term Disability.
The CFFD pays 100% of the premiums for Long Term Disability.
The CFFD pays 100% if the premiums for a $50,000 Life Insurance policy.
Supplemental Insurance:
Aflac is available with 100% being paid by the employee.
Additional Life insurance is available with 100% being paid by the employee.
