The Program Controls FP&A Analyst will lead the monthly forecasting process for the F-16 IDIQ Program and ensuring monthly forecast accuracy and identification of risks and opportunities. Other planning responsibilities include the annual operating plan and five-year strategic plan. The position will support cash flow forecasting, proposal activities, monitor capital projects and other internal investment activities.

The successful candidate will be able to effectively communicate results through predictable forecasts, R&O management, EAC packages, Program Reviews, and timely flow of information to leadership.

Duties will include ‘cradle - to - grave' program financial analysis, cost analysis, funding planning, Estimates at Completion (EAC's), and ad hoc analyses as required. In addition, the candidate will be responsible for ensuring proactive and on-going communication with Program Management, functional team members, and Finance organization relative to all program financial performance and issues. The successful candidate will utilize standard company tools, policies, and procedures: in the development of the Work Breakdown Structure, monitoring of cost expenditures, monitoring of the funding profile and status, development of program forecasts, assistance with customer funding status, and the preparation of both internal and external reporting requirements.

The role will need to be able to communicate with all levels of management, operate in a dynamic team environment, and effectively team across functions to accomplish objectives.

This is a Hybrid role located in McKinney, TX and is eligible for relocation.

Primary Responsibilities:

  • Proactively work with the F-16 Business Manager and team to successfully satisfy programmatic and financial organization objectives.
  • Support accurate and timely analysis of financial performance, key metrics (Orders, Sales, Earnings, Cash), elements of cost, and provide early identification and communication of issues impacting financial performance.
  • Help coordinate the TMP Production Risk & Opportunities process, driving predictability and accuracy.
  • Provide support to F-16 Programs Production Balance Sheet, Overhead, and Investment activities including Capital projects, NBI spending, CFRs and ARs.
  • Ensure program costs are collected and reported correctly by maintaining active charge numbers, monitoring actual charges, and processing transfers when appropriate.
  • Strong understanding of cash flow forecasting.
  • Monitor billing status and unbilled issues.
  • Carefully monitor and a analyze program revenue and profit recognition to minimize risk to the entire organization.
  • Lead preparation of Rough Order of Magnitude (ROMs) Cost Estimates, Project Estimate at Completion (EACs), Engineering Change Proposals (ECPs), and Cost Volumes.
  • Support audits of financial information by internal and external auditors.
  • Provide ad-hoc assistance, analysis and reporting as requested by management, team members and customers.
  • Train and mentor a team of analysts.

Qualifications/Experience Needed:

  • Strong financial/business acumen including Financial Planning & Analysis (FP&A) processes, Forecasting and Cost Controls experience
  • Experience with SAP
  • Advanced proficiency with Excel and mastery spreadsheet skills a must
  • Knowledge of Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP)
  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.

Preferred Qualifications:

  • Experience with Contract Line Item Number (CLIN)
  • Experience with SAP, AO and Rplan
  • Prior experience working in, or supporting, dynamic and sensitive programs
  • Experience with different government contract types
  • Knowledge of Federal Acquisition Regulations (FAR),
  • Advanced proficiency with Microsoft Office (Excel, Powerpoint, and Word)
